Welcoming Gayle Miller to our Policy Advisory Board

gayle miller, Watershed policy advisory board member

Gayle Miller, former chief deputy of policy to the California Department of Finance, has joined the Watershed Policy Advisory Board, a group of climate policy leaders offering advice to Watershed as it helps companies navigate a fast-changing climate policy landscape.

For two decades, Gayle worked to leverage California’s leadership to accelerate the global transition to net zero. In addition to her role in the California Department of Finance, Gayle was senior counselor on infrastructure and clean energy finance to the Governor, where she championed the state's landmark clean energy agenda. Gayle also served as vice chair of the investment committee of the largest educator-only pension fund in the world, the $307.9 billion California Teachers’ Retirement System (CalSTRS) which is among the leaders to responsibly mobilize capital to net zero. Further, Gayle served as an advisor to the Governor for the $462.8 billion California Public Employee Retirement System (CalPERS).

Gayle recently joined Brookfield as a senior advisor to work on behalf of investors to combine positive social and environmental outcomes with strong risk-adjusted returns.

The Watershed Policy Advisory Board is chaired by Mark Carney, the former Governor of the Bank of England and founder of the Task Force on Climate-related Financial Disclosures (TCFD) and the Glasgow Financial Alliance for Net Zero (GFANZ). The Board includes key architects of global climate policy at the SEC, TCFD, CDP, United Nations, and more.
